There are two ways to setup your company in Dubai, free-zone and non free-zone. If you are setting up company in free-zone then you don’t need a local partner. But cost of registering a company and office rents in free zone is higher. Plus you are only allowed to make transactions in US Dollars (if I remember correctly). Most foreign companies have set up their offices in free zones as it is very easy to pull out whenever required. If you are setting up a business in a non free-zone then you need a local partner to begin with. UAE law requires all business to have 51% ownership by one or more local partners.
As far as costs are concerned I have am no expert in entrepreneurship (yet) so can’t answer that question. Maybe after sometime when I will have more knowledge on this topic I will make a detailed post on this.

Bas, the first part of your question made me laugh so hard I had tears in my eyes. It’s kind of sad how Dubai is being portrayed in the world. Anyway the answer to your questions is that yes anyone can buy any TV and it doesn’t require permission from anyone (other then your wife perhaps, but that’s your personal matter). As a matter of fact, some of the best TVs are first launched in Dubai.

October onwards weather gets much better in Dubai and December/January are the best months to visit Dubai as it is not hot at all. In fact it can get a little cold.
